Directions
Trace and cut pieces from felt according to the patterns.
Position fish onto the felt circle. Glue in place. Glue moving eye onto fish. Use the black marker to draw in fish scales and other details.
Place the two felt circles together. Glue together around the edges, leaving at least 2” unglued for the opening. Place treats inside of favor pouch.
